I just bought a 1999 Volvo V70 for my daughter-we thought the battery was dead, so disconnected it-it was not dead-however we try to start the car and it wont start-it seems the security system wont let us start the car. We tried locking and unlocking the doors a couple times and it started a couple times. I went out to start it at 5:00am this morning and it would not start-all the lights are on-but will not start. I had the same problem with the 2000 v70 XC I bought in Dec. 08. I replaced the battery, then the antenna ring (around ignition; part of the immobilizer system), and bought new keys as sometimes the chips in them do go bad. Also, if you have a key for another car with an immobilizer system on the same keyring, take it off. The multiple signals can confuse the immobilizer system. I think the antenna ring may have been one issue as, consistent with what repairpal stated, I got a crank and the engined turned over for about a second or 2 one time and then it died. The antenna ring (and the new keys) were relatively inexpensive. That worked for about a month and then I got no crank at all. I had the starter replaced, but in hindsight I think that may have not been the problem. I think the problem was the starter not getting juice. The starter was a very expensive solution. About 2 weeks after having the starter replaced, it wouldn't crank again. I took it to a Volvo dealership and gave them the history. They found a corroded wire near the starter and, at least until now, that seems to have done the trick. Labor on the wire was about $100 at the dealer. Searching Volvo forums for those who have had a similar problem, I have found that others have had the "bad wire" problem. If you are told to replace the starter by your mechanic, my advice to anyone having this problem is to have check to make sure the starter is getting juice before replacing the starter as replacing the starter (parts and labor) cost me about $650-$700. If they find that the starter is not getting juice, they can check for wire corrision starting at the starter and working their way back.
My 97 S90 had the exact same problem. I repalced the Park Neutral Safety Sensor on the bottom of the Tranny. It was a $125.00 part and it fixed it. Is there also an arrow flashing on your dash?
It sounds like an intermittent electrical issue, and those can be very difficult to address. On the 1999 V70, the immobilizer normally allows the engine to crank over, but not start. The immobilizer will also set codes that can be read by a shop.
Sounds like you might have a starter that is starting to go, but it's really hard to know without seeing the car. Do you have a Volvo shop in your area? Also, have the shop check the B+ battery cable, they fail and cause all kinds of weird electrical issues, and have them check codes.

Everything works like it is going to start, until I try to crank it over. It just clicks...I was thinking it might be the immobilizer-the people who owned it before me had a hard time with the other key not working. Its just funny I have driven the car and started it like 3 times since we bought it. It started 2 of the times when I didn't think it would. I also have read posts about trying to lock and unlock the car 5 times-but that's not working now either.
Does the engine crank over?
You may be having a problem with the immobilizer, there is a transponder micro-chip in the key that communicates with the vehicle. The key needs to be programmed to the car for it to start.
