At start up, when the car is very cold, sometimes all the warning lights and the high beam indicator stay on for several minutes. I took it to the dealer at 20,668 mi. and the instrument cluster was replaced; at 27,717mi. the dielectric grease was applied to the instrument to the cluster connecter; at 33,141 mi., they could not replicate and there was no fault code. It appears that in starting the car, all these lights are on for about 5 seconds, if the ignition switch is turned very slowly. I wonder if the instrument cluster is not getting the signal that the car has started. Any ideas?

It could be the voltage regulator for your instrument cluster is the problem.

$35 sounds right for the lever. It definitely sounds like it's your lever acting up as the contact seems to be stuck

There is a resistor in the light control module under the driver side of the dash. You can replace the whole module which is about 100+ dollars or if you're good with soldering, replace the resistor. You will need to remove the box and open it up. Find out the resistor part number and replace it. This is a common problem on the 03-05 crown vics. Good luck
