Right rear and center brake light work when braking but no left rear brake light work when braking. Replace bulbs on both side.

Since you already replaced the left rear brake light bulb and that didn't help, please take that bulb socket out again as you did before, and find a way to test the bulb contact for electricity when the brake lights are on. You should get 12 volts out of the "hot" metal contact.
If the other two lights are on, and you have no current in the socket, you either have a bad socket, or a broken wire somewhere.
One way is to go back a few inches and skin off the insulation of the brake light wire and see if there is current back a few inches from the socket. Cover with tape when you finish.
If you decide to cobble a solution, you could run a good wire from the other brake light that works and splice it in to the dead wire.

That should be a fuse under the dash somewhere.

The bulbs should be a dual filament bulb, but, it sounds like you did get them if one side works and the other doesn't, and you changed both. Do you have running lights on both sides? if not that would lead me to think there is something wrong with the connection somewhere. try going to where the bulb is and start wiggling the housing and wiring around the housing, and see if you can make the light flicker on and off. If so, its in the wiring.

I have a 2001 Sienna and have had to replace most of my tail light bulbs.
The bulbs that are mounted in the fender (wrap arounds) have acess panels in the van's interior that easily pop out and expose the back of the light assembly.
However, the bulbs that are found in the lift gate are a different matter. You have to remove the whole interior panel to the lift gate to expose the light assemblies. Go to your auto parts store and get a tool to help pop out the plastic retainers from the lift gates metal frame. Don't force the retainers out. Go slowly and gently so that you don't damage the interior panel. If you are really gentle you might even get to reuse the retainers.

You have a problem in the wiring at these bulbs. Since all of them aren't working then the problem is between the bulbs and the ground: the wires that go from the bulbs to the body of the car are either no longer attached to it or the connection(the bolt that tightens them on the body) is covered in rust and that insulates it.
Find the connection bolt by following the wires, clean it with wire wool then unscrew it an clean the copper connectors from the wires and the body with fine sandpaper until the metal shines. put all back together and cover it in grease to protect it against future damage.
BTW you can't get the bulb out because the corrosion has got in there also: just force the bulb out and then clean all the bulb slots with sandpaper until they shine. Don't forget the brass blades from the bottom of the slots, the ones that make contact with the plots on the bulbs.
