On your radiator hoses going to your heater there is a valve in the middle of one with a cable going to it. That isnt opening allowing hot water to enter your heat radiator. If you follow the vacuum hose it will lead to a ball of vacuums under the dash.Could be the vacuum hose going to that ball is leaking. Or the line coming out of the ball to the valve on the heater hose is leaking.

2006 Ford Explorer, fan blows fine but heat and a/c are non-existent

Likely to be the blend door actuators. If you are stuck at fresh air recirculation, you get no heat or cold.

Or the heater panel controls aren't working.

Where's the fuse for the AC on 98 Olds 88?

So what does the fuse that blows, protect?

You need a wiring diagram & start to test
the components most likely to cause a high
current draw & blown fuse.

Don't keep replacing it.

You know the fan control circuit works, but the
compressor doesn't stay on. Did you monitor
the compressor as the fuse blew?

May have a module for compressor & fan
If so one side failed
The compressor clutch could be bad
