You need to get into trunk area what side take off sill panel then side trim in question and then take bolts off pull tail light out and change bulb and then reverse to put back together

David, Taillight bulb replacement: this is an involved procedure that you will probably want to let your dealer do. I do NOT have the steps listed here but here is a tool that you will find very helpful if you decide to do it yourself:
"A # 12 Snap On nut driver shortened about an inch will get the hard to reach nut. Snap On is the only one I found that was hollow & would slide over the 4" stud." quote from TBN member
Other tools may be found that will work.
remove the nuts that hold the tail lamp in place and gently pull from bracket.

You can try pliers, may work, will just take patience and time.
Probably want to take in and have checked out by dealer or mechanic. Sounds like proportioning valve. ??? Does it have anti lock brakes??? ABS light on?
do the turn signals work normally?do the tail lights work? brake lights? these are tricky, dont the rears go sequentially? I would ck the ground wire for the rear tail lights
Typically you have to pull the (cardboard) liner in the trunk away from the light assembly, to get to the bulb. Then, gently twist the bulb holder one way or the other, until it comes loose from the tail light housing. Gently push the bulb in towards the socket that holds it, turn it counter-clockwise, and release the bulb. It should come loose. Assembly is the same, but in reverse.
An 89, that old enough that oxidation could be a problem.
I'd start by separating all the connectors you can get to, unfortunately there may be one over the gas tank. You can take a light and see if there is one by having someone pull and release the tail light wire as you look. Thoroughly clean each end of the connector until you can see a little copper show. If it looks like there was grease on the connector, apply some dielectric grease before you reconnect the wires.
