Recently both the low beam headlights went out on my Vovlo XC90. The high beams work, They have seprate fuses for left and right as well as low beam and high beam.. All fuses are good. There are separate lights for low and High beam as well - checked bulbs for low and they are fine.
Any thoughst anyone?

Some time back I found some data on a similar website suggesting that the Day Light Running circuit board, just under the steering column, developed cracks in some of the soldered joints. Your high beams should also be affected with loss of day light running lights.
Resoldering repaired the continuity of the circuits. Ours is now working quite reliably. Some of the defective areas developed slight brownish discoloration, that's how I was told to recognise the areas to be resoldered. Hope this will help you solve your problem.

it more then likey a lose wire or bear one. run the line down. i think that the high beams run on diff. fuses. you can try that!

When you checked the bulb plug and got 12 volts, did you meter ground some where else on the car? If so, you might check ground also at the plug.

I have heard it could be the Daylight Running Light module located under the dash above the brake pedal. The module controls both the daytime running lights and the low beam lights. The high beams are independent of this module.
I have the same problem. I am trying to buy a new module.
