The driver's side headlight is dim. Noticably dimmer than the passenger side. Can the bulb be taken out and the inside reflector be cleaned? The problem is NOT the outside assembly cover. If the assembly needs to be replaced, can anyone tell me the procedure? I have located replacement assemblies on-line for about $265.
You certainly can try taking out the hdlt. and make sure the bulbs are out. You can rinse the headlight out with water and then let dry. Usually when you put the light back in the heat will actually dry the rest of it out. You can also you some buffing compound and clean the outside of it.

The high beam continues to work on both sides...I pulled the Driverside headlamp fuse and then both left and right beams lit up but very dim.

Check your head light bulbs, your truck has the dual filiment headlight bulbs one per side which does both high beam and low beam, 9007 bulbs.
If the low beam filiments are burned out only the high beam will work.
Also look into finding out if the headlight switch is gone bad.
The headlight module and or drl module maybe defective.
in low beams or high or both? that is caused by: 1: bad held lamp. old lamps can go dim. swap left and right, if dim follows bulb, bingo weak bulb or wrong type bulb. buy matching blubs (same brand and P/n) 2: bad wiring to lamp. damaged wires, or connectors to same. 4: bad combo switch. (if low beams) 5: bad fuse or holder, corrosion , to either. head lamp fuses. there are 2. left and right. 6: hackers, many hackers put in wrong lights. inspect it.
TEST remove both bulbs from the lamps but leave them on their wires switch
on and see if the bulbs are still different brightness if not they the
passenger side lamp housing has damaged mirror is dirty or missalined and needs adjustment. if they are
different brightness then this may be a earthing problem.
first i would want to know that all the headlamps are in good working order. it kind of sounds like these are also bad bulbs. you will also need to look for good ground wires just behind the headlamp assemblies. to answere your question, YES. if things were not repaired properly and without attention to detail then you could have wiring issues. on the plus side it doesnt sound too difficult. try these items first.
