No fuel presssure

All Fuel Pumps are inside the fuel tank

Have to drop the tank down & remove pump
from the top

Been that way for 25 years

First you have to diagnose the real problem
Can't assume the pump is bad

Yes , no pressure at schrader valve, replaced the simplist,,the fuel filter can't hear the the pump pressurize when I turn on ignition

Why would you replace a fuel filter? That is something you do every 3 or 4 years,so you know about that. You should have a wiring diagram, then you could try jumping the relay for the pump. You may have a grounding issue by the tank from dirt & rust. Most likely have to drop the tank to check out the pump

What does code p1136 mean on 2000 grand marquis?

"Long term fuel trim"; it's running a little too lean. Check your fuel pump pressure & flow.

2000 mercury grand marquis starter turns over but car wont start its a 4.6 engine

Engine is not FIRING? But it turns over, right? Assuming this is so, I'd run the OBD II codes first.
Fuel pump operating? Can you hear it when you turn the key to `ON'?
If not, there's a fuel pump reset button,I believe in the trunk(safety switch in case of collision).

Where is the fuel pump located and how do you replace it on a 2000 grand marquis

On your 2000 Mercury Grand Marquis 4.6L SFI , the Fuel Filter is located: Under vehicle, passenger side, below seating area, passenger side of fuel tank, mounted on frame in fuel line

it is attached to the frame near the rear passenger side door by a hose clamp, so you need a screwdriver to loosen the clamp, and pliers to remove the lines.
