Hopefully it is in the underhood fuse box, #203. Your owners manual should have this info. fleet.ford.com has your owners manual, if you don't have one. It's free to read online.
For 99 model year, in under hood fuse box.
Number 3 says relay in the picture
#17 says circuit breaker
#13 says, high speed
I found this info in your owners manual.
fuse panel is below and to left of steering column by brake pedal fuse number 25 page 166 and 167 of owners manual following link is your owners manual for 03 crown vic 2003 Ford Crown Victoria Owner Manual
Without knowing the year make and model of your vehicle I can not identify the fuse number in your fuse box. Your owners manual usually will show the fuse box layout and which fuse protects which system. There will be a separate fuse for the head lights.
There are actually two fuse boxes, at least on my 01 Vic CVPI. The primary one is under the dash on the driver's side and to the left of the steering column. the second one is under the hood near the battery. Your owner's manual should have a diagram as what fuses control your car's accessories. Hope this helped! Bill
