First check the fuse box under the hood for a blown or poorly connected fuse. Next, find the wires going to the wiper switch and check for power when you turn the switch on. Finally, if there is power everywhere you checked, go directly to the motor and check it for getting power. Also check the ground wires for this device. If no ground...no action!
Fuse okay and windshield wiper switch got power going to if wiper delay.slow speed or fast speed dont work problem could be wiper motor.

Your wipers are on the "delay" setting. Make sure they are ALL the way OFF.

Under the bottom of the outside windshield you will see a grate with slots that let you look down inside. One of the arms connected to the wiper motor must have come loose. Might be as simple as a clip keeping the arm on slipped off and then the arm too. There should be screws to remove the grating in view either if you lift the hood and look on the firewall or even on top on the corners of the grating.
