I have the same problem in my 93 buick century you have to take the plastic covers off the steering colum and there is a bar that runs from the handle down to a little box that controls high and low beam and all you have to do is loosen that box and take up the slack or that bar could be bent a little.

evah see this.
http://www.jeep4x4center.com/knowledge-base/index.htm?utm_source=cj#service

see WIRING?
see HL?
see 8w-50
its all there.
use a voltmeter to find the point of lost power.

did you say the flash work but highs dont??
if switch pos, 2 works and 3 dont, the switch is bad
if spich pos 3 works and 2 dont, same.
see? they use the same power sources, and same lamp path

High beams dont work

Could be that your high beam light's are burnt out and need to be replaced. When you say the the switch is new you mean the lever on the stearing collum is new right?? Good luck

05 Jeep Wrangler High Beams Work, Low Beams dont

There are no relays for the headlights. Your problem could be from the headlight switch. You would have to check and see if you have power coming out of the switch on the low beam side. Check with a test light.
