Means you have a losse fanbelt...this could be the alternator belt, a/c elt or pwer streering belt.........with engine OFF, feel each belt and should have maximum 2-3 mm deflection on the longest section........you may also need to replace one....if you do, do all 3 and save yourself the hassle.
I'd say before doing anything costly have a look at your power steering fluid level and make sure it's topped up, most of the time a stiff steering wheel is cause by either a low fluid level or faulty power steering pump ( in this case the engine would make noise every time you turn the wheels).

Turn car off - Remove power steering cap, and turn streering wheel hard right or left and fluid should pour out (cover surroundings with rags.) If so, check your power steering pump.
you will get a rattle with power steering if you turn the wheel in either direction will make the car rattle but if this isnt the case then check your motor mounts may need to be replaced
But it turns to the left OK? the streering gear is the only thing that can power one way and not the other. Some 4WD can have troble with the outher U joints or CV axel but that is mostly both ways not one way only
Yes , power steering fluid will smoke if it gets on a hot engine, especially on any part of the exhaust system. Barring anything else wrong with the engine such as a coolant leak, and the engine running OK otherwise, I would say that the smoke is from power steering fluid dripping or getting blown on the exhaust by the fan.
