I called one dealership and they said I needed new cylinders for each outside lock as well as the ignition. I called another dealership to get another quote and they said if I reprogram my transponder key the outside locks will no longer work with the old key. As I understand it, the transponder chip only works with the ignition and engine. The person at the dealership insisted I just needed to reprogram. I am only asking in hopes that this far cheaper option or reprogramming will work.
If keys and fob still missing then you would need to change door locks --and have ignition cylinder transponder replaced or reprogrammed which means different key --you can always change the door locks yourself and keep key somewhere but you will need the flash or reprogram done to ignition and fobs

It never feels the same but now you are SAFER with the
knowledge ... you were never actualy safe.
If other than your CAR keys were ALSO taken...
YOU NEED TO FOCUS on those other KEYS
FIRST (particularly house & mail-box)
Truth is...
your car is never ANY safer than the GLASS IN THE Door
(and only we... the owners... care about that GLASS).
Car TRANSPONDER locks are another situation.
If you use a LOCKSMITH it will be cheaper & safer.
I have used eBay to get my new KEY and KEYLESS
entry fobs... AND ... would TRUST a LOCKSMITH worlds
better & longer than I could throw a DEALERSHIP...!!
My niece had her car UNLOCKED and her HIGH-END
sound equipment expertly removed THE NIGHT
following getting her HONDA serviced at
OAKLAND HONDA ...
She nor I FEEL it was a coincidence (opinions)...
Where-as...
LOCKSMITHS trade on their excellent REPUTATION
and do the SAME work for half (or less) the COST.

Most likely you will need to do this, yes, and unfortunately it's pretty expensive.

more than likely you have a bad lock actuator in one of the doors usually the drivers door

The driver door can not be locked with the door open on all Hondas. It's a feature to prevent people from locking the door and leaving the keys in the car. You can however slightly pull the door release lever open, and it will allow you to lock the door, so this isn't something you have to fix, it's the way the car was designed. The door locks may have been replaced at some time before you purchased the car, and that may be why the keys don't work. I would check with a locksmith to see what they would charge to make up a key, and also check with a Honda dealer about getting a replacement key. If you show proof of ownership (registration, title, etc) the can provide a key by using the cars vin to cut a new one. Of course, if someone changed the lock cylinders the key won't work. Check what the dealer would charge for a key (from what I've heard, they usually don't charge much, unless it's the key with a chip in it), then the locksmith. Your last option would be to change the lock cylinders yourself, but the cost of the parts, then pulling the door panels off would probably be my last choice to fix them.
