My 1999 Dodge Ram 1500 2WD won't shift gears properly unless I let off the gas pedal...the speedometer is not working also, could this be a speed sensor or related to the transmission?

It won't shift 1-2 or 2-3 or both unless you let off? If it is just 1-2 it might be a band adjustment, but I'll bet you have a plugged governor solenoid screen also.
possible speed sensor at rear of transmission,does engine rpm sound higher then narmal,and is your trans shifting as it should,if these problems are also present replace the speedometer sensor at rear of trans,$50 to 60 bucks
I am sorry that dosent sound good i took manul trasmission class sound like it need rebuild those gears and bands sound messed up. I got friends normaly 3rd gear seems go out most in car trucks
Find your throttle valve cable attached up near cable from throttle pedal ,it's the one that runs down behind toward transmission. With engine off in park,park brake on, Have someone push gas pedal to the floor & observe that cable, to make sure it is retracting properly when pedal released. Now get under & watch where that cable attaches & watch it while doing the same with gas pedal. The lever that it attaches to should move freely & rotate one way when gas pedal pushed, and should return all the way the other way when pedal released. Sometimes that linkage or cable will get seized, and not return fully, which will hold transmission in lower gear. You can use your hand to make sure it is returning all the way if necessary, and if needed, apply penetrating spray to loosen it up, then apply something like white lithium grease to coat it after it's unseized, to prevent repeat in near future.
ummm i would say you need to adjust your trans shift cable, check your fluid level, and the problem i had with my dodge was similar to yours... it was my 3rd-4th actuator spring, it had broke and couldnt hold the pressure to keep it in gear
