I would start by making sure the harness was not pinched during the install of the tank. I believe the FPMD is under the rear right seat or on that side, in the trunk.
do you hear the fuel pump working? and did you check the fuses? also check and see if the fuel cut of switch is on. it was typically located in the trunk by the hinges that hold th trunk or on the side but look in your owners manuel or google it. i would guess fuel pump in honesty.

You are on the right track in replacing the fuel filter. Not enough fuel is getting to the engine. It could be a number of other things ... bad fuel pump or dirty injectors to name a couple. The link shows how to check fuel pressure ... which would tell you if the things like the pump are bad.
Might try some fuel additive injector cleaner to the gas tank to see if things improve ... relatively easy.
If it is the fuel pump or other fuel supply problems ... those are harder to fix
Unfortunately there are many things that could be causing this. I would check the engine coolant temp. sensor ..and see what its reading with the engine hot. Your going to need a scan tool to get that reading...or just change the sensor...good luck
I was having this problem and it was a bad fuel pump. Later on started having trouble with this again and mechanic discovered the fuel pump wires had been damaged and was grounding out underneath fuel tank.
Have you checked the FUEL PUMP INERTIA SWITCH in the trunk? thats the last place power goes before it gets to the pump. Is the pump recieving power? if not the switch is either bad or needs to be reset.

Are you useing the recommened grade of fuel, the Taurus will have cold start issues if prem. fuel is used when 89 octane is recommened, saw this many times while working for ford.
