Best thing to do is get on the phone and call an auto parts store and get a price on the parts you want to replace, than bump that up about 10% more or less witch is most likely a shop will do, and then take that and add the labor, witch averages around 60 to 70 bucks per hour at a independent shop and 80 to 100 bucks per hour at a dealer. They will chg. at least 4 hours. remember this is only a gessament and everyone chg. different, but its someware in the ball park. Depending on what the parts cost 500 to 600 dollars is not out of the realm of posabilitys. whole lot cheaper if you do it yourself.

If it makes noise, it's not the fuse. Most likely the discharge nozzles are stopped up. Try blowing compressed air into them from the outside.

Each brake rotor has the minimum thickness marked on the rotor. Keep in mind also that the comparative thickness of each side of a vented rotor must be considered. Even if the overall thickness is greater than the minimum, each side must be within .040" (1mm) of the other.

Minimum rotor thickness

I don't know the min thickness, but I have an outback just like yours and if there is a problem with uneven rotors it's usually cheaper and easier to buy aftermarket at NAPA auto or other supplier (shop around) and trash the old rotors. If the rotors can be turned then keep them for the next brake job and use them then. Outbacks are easy to do about 30 min a side rotor and pads after the wheel is off, just did mine.

They will need replacing when they are at the minimum thickness, which is stamped on the rotor in most cases. If they are rusted, they will need replacement anyhow. you may just call a few repair shops and ask for a quote on pads and rotors. Asking a quote for brakes is hard, because they dont have the car to inspect it, and its hard because nobody quotes the same parts, apples to apples. the cheapest is not the best deal, you get what you pay for. Get good quality brakes, your life depends on it. if it was me I would use dealer parts.

Assuming you are not referring to the pulsation experienced when the anti-lock braking system engages, you should replace the rotors and the pads while you are at it. The days of turning or resurfacing rotors are over. They are cheap.
