Car heater does not seem to want to heat up very well while driving on the freeway. also seems slow to heat up in town driving but eventually gets ok.

Check your coolant level and make sure you have got no air locks or coolant leaks and make sure your coolant is circulating (ie your water pump is working)

Long time before heater blows warm air

That seems pretty normal, the heater works by blowing excess heat from the engine coolant. So the coolant has to be warmed completely for the heat to work, you can get a heater that plugs into your cigarette lighter that will heat the vehicle instantly.

If the engine is not getting up to normal temp, I would replace the thermostat. Both heater hoses have to be hot to get heat inside the car.

Cold weather temp gauge stays around 1 quarter towards middle

Given the outside temperature, that is what I would expect to see. The coolant temp is only increasing in fast freeway driving because the engine RPM is constantly faster than around town operations.

Not sure why you would be worried.

Test the vacuum modulator and check the vacuum line going to it. Heat from the exhaust manifold tends to dry up the vacuum hose connected to it. Age takes its toll too on the modulator too.

Since your blower is working and it is a heat issue,thats where we'll start,First thing is have you checked the coolant level in the radiator when engine is cold,make sure it is filled to top,next verify you have coolant in reserve ,Start your van and get it up to normal operation temperature,If your heat gauge on the dash works correctly it should be 190 degrees,Now lift the hood and locate the two heater hoses going into the heater assembly at the fire wall,Both hoses should be hot to hold on to,if both are hot and no heat inside your problem will be the blend air door in heater assembly.
if neither hose is that hot you need to replace the thermostat in the engine to get it up to 195 degrees.
if one hose is hot and one is luke warm then the heater core is blocked and to blame. hope this helps you

I would check your thermostat. Even replace it if its not that expensive. Hopefully its not a heater core. Good Luck..

Classic signs of a bad water pump. When on the freeway, the circulation of coolant through the system is increased due to the speed but once you slow down, it will tend to overheat. Please post back with any other questions or just to rate the solution. Thanks very much!

Check the antifreeze. You may be low.
