toyoa made the car and they send power to the horn with the key and the horn button sends tehm the ground.if you have power withe the key on repair the horn button circut,probobly a reley,if no power check the fuses and wireing

Your problem is most likely a defective clockspring assembly. This is also called "spiral cable assembly" it is located just under the steering wheel on the steering column and makes the connection between the main wiring harness and the circuits for the air bag and the horn. I cannot give you wire colors because your question did not mention year, make, model, engine size or whether the vehicle is equipped with cruise control or not. (cruise control makes a difference in the clockspring assembly used on your car.)

Anyway, the air bag and steering wheel has to be removed to fix it.

relay is ckicking because of in correct voltage,ck power supply to horn and make sure you have correct fuse ,hope this helps

well , can be a few things ,old cars and lots more new.
bad ground at horn tops the list (rusty) and had 23year to rust.

the Dual horns use single relay, sol if both are dead, check the relay.
signal wire 75 powers the relay. and H button connect to the relay pin86 coil, the switch grounds the 86 pin on the relay and it energizes. the relay;.beep, done./

2007 cobalt horn relay location

The relay is located in the under hood fuse / relay box . Marked HORN PCB relay , If you change it out an horn still doesn't work ,you can test to see what is missing right at the relay . Two of the pins at the relay socket should have battery + , one should be open an the other should show ground 0 ohm's . If you look on the side of the relay there is a diagram of the pins. 30, is Battery +, 87 goes to the horn . When you push the horn button on the steering wheel it causes the relay coil to energize closing the contacts in the relay sending power from pin 30 to pin 87 down to the horn turning it on ! Pins 85 an 86 are the control side , one should have battery + an other should be open , till someone pushes the horn button . You can test for power with volt meter an test with ohm meter for ground on the one , an a open on the other one, an have someone push the horn button an it should change to 0 ohm's .

How to check horn relay on 95 Riviera

Easiest way is to swap in another relay. Many others on the car will be the same relay, same part number.

To test a relay, put voltage across the coil side of relay with jumper wires, and check that the power side of relay then shows continuity. If it does, relay is good.

Where is the horn relay located found fuse horn will not cut off unless u take fuse out drawing down battery trying to check to see if relay bad cannot find it

The horn relay is located under the hood with the fuses. look inside the lid when you remove it from the fuse/relay box and it will tell you where the relay is located. To test the relay use an ohm meter and connect one end to 87a and the other end of meter to 30. there should show continuity. then check between 87 and 30 and there should be no continuity. if all of this checks out then check resistance between terminals 85 and 86. It should read 70/80 ohms. if not replace relay. If it shows good then connect a jumper wire between battery positive terminal to 86 and a ground jumper to 85 terminal. You should hear a click or clicking sound. If not replace relay. hope this will help you.

I would try a new relay it is possible that the relay is defective and that's why it was removed
here is how the horn circuit works
The body control module (BCM) controls the horn relay by grounding the control circuit of the horn relay coil. When the horn relay coil is grounded, the horn relay contacts close, applying voltage to the horn via the horn supply voltage circuit.
if the horn relay does not fix your concern you may need to take it to a shop and check for any BCM fault codes
and you are correct having no horn is a SAFETY ISSUE
that car should have NEVER PASSED A SAFETY WITHOUT A HORN

Ok where is connected the relay there 2 terminals 85 to 86 one is positive and the other has to be negative when the horn push the SWICHT if when you give negative fails to push these terminals the problem is in the SWICHT, brush or turntable. All this is on the steering wheel hub

2000 Tahoe Horn broken

You can remove the horn relay and use a Ohm meter and check the resistance between the horn relay connector terminal No. 86 (Black Wire) and ground. If the ohms are less then 5 ohms replace the horn relay. There are a lot more tests but as Polarcycle states you can do what he suggested other then I believe you have two horns in this vehicle.
