As long as you dont have any aftermarket remote starting systems installed. It sounds like a wiring issue or ignition switch issue...Good Luck!!!

SOURCE: Wiring Diagram 1998 Chevy S-10 starter replacement

The starter has one large cable from the battery positive, and a wire that goes to the solenoid (Part of the starter) that becomes hot when the key ignition is turned to start. This also passes through the neutral safety switch. (So it wont start in gear) Not sure if this is what you need, a little vague.

91 chevy silverado 1500 5.7 no running lights no dash light but headlights and breaklights work all fuses good help

Note the diagram. Did you check voltage at the fuses, One fuse hot all the time, the other two go hot with headlamp switch on. At the rear, brown wire is voltage for tail lamps. black wire is ground. If the other rear lamps work, the ground is probably ok. The two fuses in fuse box, one maybe for front lamps, the other for rear lamps?
