Could be a faulty brake light switch, or the solenoid for the shifter lock.
You may be able to shift it out of park if you unlock the steering wheel but not turn the key to On.

check to make sure you have brake lights when trying to shift if not check the brake lamp switch if it is ok you might need a shift interlock solenoid

we do not have an escort but we are having the same prblem with our expedition...it is the break sensor switch near the petal and only about $13 dollars to repace. Easy plug,unplug instal

most likely your brake switch is out. If you had a scanner you would be able to see if the computer see's you pressing on the pedal. Or if you know how to test you could check to see if it switches ( completes the circuit ).
