Bad relay. They are to the right of the fuses (fuses inside the car). You can see the relays if you open the cover to the fuses (they are big blue cubes), but will need to remove a few screws to remove the panel to get to them. I can't remember which one it is, it might make a clicking noise when you try and turn on the cruise. Or you can swap "matching relays - compare diagram on top" and see what else stop working. I had to replace several, my dash when out, my cruise, and I think one is the fan that blows your ac and heat.

Here's the situation, there was a factory recall on the cruise control module for Explorers and Expeditions during recent years and your vehicle may be included. This is very important because in some vehicles this faulty cruise control module sparked and caught on fire. Here's what you do, call the Ford dealer in your area(service) with the vin number to your vehicle, they will tell you if your vehicle was under this factory recall and if it is they will replace it for free. I would be very careful as you may have one of these faulty modules. Hope this helped.

I looked at the owner's manual (starting at pg 162) at the fuse block and it does not mention either of those two particular functions as they relate to a specific fuse. The cruise has no dedicated fuse, you will most likely be looking to replace the clockspring rotating contact located under the steering wheel which connects the switches in the steering wheel (horn, cruise and air-bag) to the rest of the electrical system.

Check under hood in box marked fuses & relay, on drivers side and look under cover of it for I.D.
