Had the axels and tie rods replaced last year, and replaced the rotors and brakes last week. Whenever it is cold weather out side it is more noticeable, but whenever I turn at low speeds, accelerate after turning, or turn while breaking its like a mixture of a whining/groaning noise.

i had something similar to this awhile ago... check the splash sheilds on the front calipers to see if they are bent in.

Well, not sure if the temps have a direct cause for your problem, but you may want to check the CV joints on your axles. If you have ripped a boot, and lost the grease, that could cause a whinning. There are also a few other things it could be as well............any more info?

Check the brake pads. they come with built in squealers, metal tabs that touch the rotors when they start getting low

You should take the wheels off and check the caliper bolts to make certain they are tight-also, the anti rattle clips may not be installed properly, check them visually-rotate the disks and watch the caliper to see if there is any movement. Probably something basic, but you need to inspect it as it could become damaging or, worse, dangerous.
