Bad cables may give the effect that brake is too tight but the cables get rusted and so does the e-brake hardware causing a hard e-brake handle or pedal, does the e-brake work when applied?

few different ideas. check the parking brake cable, remove center console and check to see how tight the cable is. tightening it is pretty easy, and it should be very tight. If that is tight then check brakes.
check the cable, if its corroded, rusted, the spring in the drum isnt strong enough to pull the cable back, to release the brake. You may need a new cable for the drivers side.
Try using super penetrating oil like WD-40 or Liquid Wrench and spray this on the "exterior" of the cable in the vicinity of any "bends" in the cable near the wheel. After liberally applying the super penetrating oil, wait 10 minutes (allow to soak in to break rust free) and then attempt to turn the emergency brake on and off several times to put pressure on the brake and release it. you can also help the spring activated "return" feature of the brake by moving the brake shoe in and out with your hands when parking brake is in the released position. Be careful not to pry on anything delicate...
Your rear brakes need to be addressed, it could be proportionate valve at your master cylinder or your brake shoe are in to tight from a missed adjusted parking brake cable.

There should be a cable running underneath the car along the rear axle from one wheel to the other that connects to the cable running to the front emergency brake handle.
Follow the cable until you find the adjustment screws and turnbuckle on the cable.
Loosen the screws holding the turnbuckle tight.
Adjust the turnbuckle until the cable is tight.
Test the brake handle and readjust if necessary.
Some cars have auto adjusting rear brakes which will sometimes re-seat by running in reverse and pushing on the brake several times. Try this first!
If none of the above works, you will have to take off the rear wheels and adjust the brakes manual at the wheel hub.
e is a cable under the car that runs from under the driverside firewall towards the rear where it splits to each rear wheel at the split there is a threaded sleeve turn it till it pulls the cable tight but be careful it isnt to tight. if that does not solve it the cable nneds to be replaced or the rear brakes need adjusted or replaced I would visually check the brakes on the rear 1st. most times the brakes are worn out which is why the E-Brake seems out of adjustment.
