While driving at cruising speed the trans will not go into O/D without lifting of the gas, and once you are in o/d it will downshift the instant you press the gas for more speed.

It could very well be a restriction in the exhaust like a stopped up cat converter. I doubt if it is a torque converter,that may make it slow to get to speed but shouldn't effect hwy speeds.
You can check this vehicle for an exhaust restriction very easy by going to the DPFE sensor and measuring exhaust back pressure with a vacuum/pressure gage. It will be either silver or black in color will have 2 rubber hoses hooked to it going down to metal tubes that hook into the exhaust.It will have a 3 wire connector with the color of the wires being BN/WH,BN/LG,OG. Disconnect one of the rubber hoses from the sensor and hook the vacuum/pressure gage into the hose.You should have less than 1 psi at idle,then press accel to wide open throttle and take a reading,it should be no higher than 3-4 psi. Anything more is an exhaust restriction.

Does the on light in the dash come on? If not, you may have a broken switch in the steering wheel which is a fairly cheap repair. Otherwise, the controls work through the Printed Circuit Board in your dash (your instrument cluster) and the problem could be as simple as a solder defect or faulty component. The problem is that no Ford Service Technician that I know will touch this and tell you that you need to replace it.
The instrument cluster is very easy to replace but may cost you a few more dollars than you want to spend. I would have someone with an electrical background check the cruise control switches in your steering wheel with a multimeter before going any further with this. Also check the wiring for resistance leading from the switch to the cluster.

The aerostar tranny cooler sits too low away from the trans and tends to become blocked and restrict the flow to the tranny It could not hurt to remove it and flush the cooler out I have had a few aerostars and I have had to flush them all,the tranny fluid came out very dark and smelled very burnt it may not solve your issue but maybe. It has solved a shifting issue for me the 1-2 is smooth as silk now.

Its the transmission control model. it is malfunctioning and it will need to be replaced.
This module initiates the shifting signal that is then carried out by the shift solenoids in the transmission case. replacing the module will fix the issue.

pull the plastic cover off the top of the engine and check where the cable from the cruise control connects by the throttle body. There is a plastic connector that might be broken. i had the same problem and a piece of tape fixed it for me but you can replace the part if your picky.
