I have a 2003 highlander and when I brought the car in for the "free" computer update at 110,000 miles they told me the idle air control valve needed to be replaced before they could do the "free" upgrade! Cost from dealer $00 labor, $500 for parts.
I cleaned it like other said and it worked for awhile but eventually I went to the parts store and bought the part for $200. Trying to find a good breakdown of exactly where it is on the throttle body was impossible. Everything said I had to disconnect the cables to the throttle body. I didn't want to do this for fear of changing the settings. Once I had the part in my hand I climbed up into the engine bay to see behind the throttle body and ther was the control valve! 2 screws, removed it, cleaned the gasket, put it on the new valve and replaced the valve. Works great at 136,000 miles. I have the old one all cleaned up in case I need to change it again. Total cost just a little over $200 with tax and cleaning solutions. Time to replace 30 minutes if you take your time!
I don't go back to toyota any more, they want to rip you off everytime.

the MAF sensor is between the air filter and throttle body. the idle controll is at the throttle body.
Its located on the throttle body on the left side. Follow the air intake to an intake manifold which sits on top of the throttle body.

before you do this I would get some wooden qtips - the long ones auto detailers use. take off the air filtrer assembly and spray carb cleaner into the air\fuel intake and use the qtip to wipe out the inside of the intake. I had the same problem with my highlander a year ago and this fixed the problem.

You idle air control valve should be located on the throttle body. If you are using that much oil you either have a BIG leak or your BURNING oil through bad rings
