Ford focus 1.8 1999 engine turns over but won't start

is the filter plugged to the point of not allowing fuel flow. if its good then the problem is with the fuel pump either the pump itself or an electrical problem with the wiring or plug.

first idea is to have an accredited workshop specialising in your vehicle to run the fault codes. Dirty/blocked fuel filters can be a big problem but a proper diagnosis can be done from the fault codes

change the fuel filter and check the fuel pressure

Turn the ignition "on" without cranking the engine - wait for 30 seconds.

Turn the Ignition back off for 10 seconds.

Repeat 3 times.

All air will be purged back into the fuel tank.

most of the ford diesels have a lift pump to supply fuel. My experience is the the larger engine like 7.3 and 6.0's but the only thing you should need to do is go to your fuel filter. crack it open so fuel can flow out. have someone turn on the ignition but do not start it. run it until the fuel starts to come out the fuel filter housing then shut it off and tighten your filter housing back up. turn your ignition on but dont start it. you should hear the fuel pump kick in. wait a few seconds and then try to start it. after a few cranks your engine should start.

Gas Filter? Then scan tool on it,to look for codes set when check light came on. Most likely a senor is old and out of range.

Have you bled the fuel pump?What filter did you change?

do not understand you what you mean. assuming your car was ok before you changed f/filter you need to bleed the fuel system of air. esiest to do would be to loosen fuel line at the injectors and have assistant crank the engine while you observe for clear fuel leak without any air bubbles from fuel line.tighten fuel lines and start engine. might have to repeat a few times. good luck.
