Don't have the owners manual & have 2 problems:
1. Cigarette lighter doesn't work - hope the fuse fixes it
2. Power windows in front roll up and down S-L-O-W-L-Y, then gain speed as they near the top - is this a window motor issue or a fuse issue?

1.check the fuses for the problem with the cig. lighter and it dont hurt to check them all just in case another is bad.
2.it sounds like the power window motor is woren out and could go out at any time. there arent any fuses for them only relays(maybe).

Cigarette lighters usually are allowed power thru a 30 Amp fuse.
I'd check each side of the 30A fuses in the fuse block under dash with a circuit tester.
I suggtes check the position CIG LTR for Cigarette Lighter. The underhood fuse block in the engine compartment on the driver's side of the vehicle near the battery. Lift the cover for access to the fuse/relay block.
To remove fuses, hold the end of the fuse between your thumb and index finger and pull straight out.

Probably a fuse. Check owner's manual for location fo fuse box. Might be 2 fuse boxes. If you don;t have the owners manual, a stop at the Toyota service dept. should be able to answer your question on where the fuse is.Good Luck
Definately sounds like a fuse if 2 locations are not working. Cigarette lighters are 2 wires to hook up so to have a faulty port is highly unlikely. Check your owners manual for the fuse location. It will probably not be under the hood in that fuse box but under the steering wheel up and under the dash. No big deal though.
#2 NOT A FUSE ISSUE. A FUSE EITHER WORKS OR IT DOSENT. YOU EITHER HAVE LOW VOLTAGE GOING TO THE MOTOR OR THE MOTOR ITSELF. CHECK THE VOLTAGE GOING TO THE MOTOR IF YOU HAVE BATTERY VOLTAGE CHECK THE MOTOR. PULL IT APART AND WHERE THE BRUSHES CONTACT THE INNER PART OF THE MOTOR THAT SPINS YOU WILL SEE A SERIES OF SLOTS THAT ARE RUNNING PARRALLEL TO THE SHAFT. MAKE SIRE THEY ARE NOT FULL OF RESIDUE FROM BRUSHES. CLEAN OUT THOSE SLOTS AND MAKE SURE THAT WHOLE AREA IS CLEAN. CHECK THE BRUSHES WHILE YOU ARE THERE.
