Have seen same issues with a car, 98 chevy, and others...headlights suddenly not working, a 350 model truck year?, kinda new, very well kept, for instance. Problem was with the turn signal lever having wiring associated for lots of stuff, and something wrong there. Good luck. Seems may be common for various makes to have light failure issues, intermittent or not despite all checked seeming fine. And the turn signal lever the culprit.

theres usually a pressure switch behind the brake pedal, sometimes the plastic hex nut rattles loose and you have to retighten it.

need to know if your third brake light up high is working or not.if it isn't,you need to check the brake light switch on the brake pedal with a test light,one side hot all the time,the other side should turn hot when brake pedal is pushed.

Autozone: $39.99 I had the exact problem with my 2004 Envoy. You need to replace the Headlamp Relay. This is a very simple fix. The relay is located under the hood in box just above the battery. Pull the cover off of the box, look at underside of box to see layout of relays/fuses, i do not recall the exact abbrevaition used for the headlamp relay but there are only two relays in there that look like the one you need, just play with those two and you will get it. Do not take it to the shop, my wife took ours in and they charged us way to much to diagnose such a simple fix. You can test it before you buy the part by switching the relays that are the same around and seeing if your headlights work (they will). It is as simple as changing what looks like a big fuse.

Condition
General Motors has decided that a defect, which relates to motor vehicle safety, exists in certain 2002-2004 Chevrolet TrailBlazer and TrailBlazer EXT, GMC Envoy and Envoy XL, Oldsmobile Bravada, and 2004 Buick Rainier vehicles. In some of these vehicles, vibration and heat may cause the tail lamp/stop lamp bulb to loosen in its socket. If this occurs, the bulb may flicker and eventually become inoperative. The center high mounted stop lamp and turn signal functions are not affected and will operate as designed. The loss of one or both of the tail lamp/stop lamps could reduce the vehicle’s visibility to following drivers and fail to warn others that the vehicle is braking and/or is stopped, which could lead to a vehicle crash.

Correction
Dealers are to inspect the tail lamp/stop lamp assemblies, and if necessary, replace them.

2 out of 3 brake lights dont work

If any light lights up when you apply brakes, then the brake switch is ok. The problem could be a fuse and/or a relay. or the bulbs. Those bulbs are dual filament so one filament could be bad, for stop or tail lights.

Where is the brake lightfuse located at on my 2004 envoy xl

There is only one fuse for the brake light, so if the passenger side is working, the fuse is OK. You most likely have a bad bulb, bad bulb socket or a wire issue. The circuit board that all of the rear light are mounted to also has had problems in the past.
BTW - the fuses for the rear light are under the rear seat.

Rear lights all work with the exception of the brake lights on either side, changed bulbs and checked fuses but brake lights still do not work

look above the brake petal for a switch that is attached to the petal linkage-it is either unplugged or hung up/misaligned.
