Power windows, brake lights, dome light, radio, turn signals and wipers.Have issues with the shift lock as well. I checked the fuses and relays they work fine however I lose the voltage at the fuse panel when certain fuses are in place. Since several systems are involved could this be the GEM? Need wiring to identify connectors to GEM and troubleshoot for opens or shorts.
The gem can go crazy if exposed to water or if the battery voltage is too low. You can find wiring diagrams at the link below.

For starters, do you have brake lamps? The shift lockout is controlled by the brake switch. As far as the others, yes it could be the GEM (generic electronic module) some of these vehicles have water intrusion problems that leat into the fusebox and GEM which is located on the back of the fuse box. If you can look at the fuse box inside the vehicle and if you can see the back, look for corrosion which is a sign of water.

The signal lights work through a relay but the brake lights work through the signal switch, if both are out I think you'll find the problem is the signal switch.

This could be a combination of electrical issues, although i feel that the timing is coincidence in this case. When the combination is elec. windows, wipers, and dome lights this is indicative of the GEM module located behind your radio. The GEM (generic electronic module) is an electronic body control module that regulates electrical flow through a number of accessories.
These factory module boards are notorious for acting quirky by failing to ground intermittently until failing completely. I would be cautious in replacing ignition switches, locks, etc. as the issue can be also compounded by corrosion of the main battery ground wire in the engine compartment and which can cause frying of your under dash wiring into the main wiring harness which can get expensive (i speak from experience having had the exact same syptoms). My issues were that these symptoms occurred only in full ON. When in key BACK ACC mode, they disappeared.
New price for one of these modules is around $280-$300 and easily replaced.
Good Luck
