Yes, it could be the transmission control module or a shift solenoid in the transmission is plugged up or burnt out so it doesn't shift up.

Here is some info. about fuse locations on the 2004 Dodge Neon.
knock sensor is on the block, easy to do. not sure exactly where it is on your specific car but it looks like a fat bolt with 2 wires running out of it. but also check the wiring if its good for the knock sensor
The part is only $50 and its an easy self do it. The sensor is located right next to the engine on the drivers side. Search the part on Auto Zone see what it looks like and you will be able to locate it
try autozone.com to see if they have your car listed for diagrams pictures and step by step instructions if your car is not listed then try your local library they have all the car manuals and even copy them for you
2 knock sensors are used..small black plastic sensor bolted into engine block below each exhaust manifold..be careful not to over torque bolts upon installation
Had the same problem before on my 04 Neon SXT...camshaft sensor is on left side of engine block, take out the battery and to the left of it (face car) is the camshaft position sensor. To change it you'll have to move a few hoses but its plan to see there on the left side of the engine...pretty easy remove and replace. Fixed my problem of car not going above 2k RPM when i replaced the sensor.
