I found the following description on the web, this covers a bunch of the questions I was going to ask...

I own a 2000 Silo and wondered the same thing and do see some GM vans with this problem.

When I bought mine I also bought the Haynes Repair manual (1997 thru 2001 all models GM) #38036 to learn how to fix this and a LOT of other components in/on the van.

For $20 it's worth it.

To answer your question: If the wipers stop at the position they're in when the switch is turned off (Fail to park), disconnect the multi-function switch electrical connector. (This is located under the dash next to the firewall and steering column)

If the wipers now park, replace the multi-function switch. If the wipers still do NOT park, check the wiring from the wiper motor to the switch for a short circuit. If the circuits are good, replace the wiper motor.

Note: There are other adjustments needed for proper operation than just bolting and new motor on.

The coolant level sensor is located on the radiator. If you are looking at the engine from the front of the car it will be on the left side. There will some kind of clip holding it in the radiator. Removed the clip and pull the sensor out. You will lose coolant so try to swap it out quick or drain some of the coolant out. Once new sensor is installed, install clip to keep the sensor in place and reconnect the wires to the sensor. Crank the engine and make sure the coolant level is full. This should correct your problem.

The temperature actuator has gone bad. You will need to replace and have it recalibrated. You could try and disconnect the battery for a few hours and see if it will reset it's self. But you will be in the same boat before too long. And will eventually need to replace it.

SOURCE: 1998 Buick Century Air Conditioner not blowing out cold air

My 98 Buick Century was doing the same thing. Up here is the north we have Canadian Tire. Went in there picked up a aircon recharge kit called RED TEC 12A hole kit costs $40 cnd I put 1 can in on the low pressure side which is the only fitting that the filler would fit on and now I have 33 degree air coming out of the drivers side and a couple degrees colder from passenger side.
I am sure you guys have something like Canadian tire down there you might even try Wallmart.

You must have the car put up on a rack and all the parts inspected, you have something that is bent and ruined is my guess. Insurance will cover this of course.

There are three, we'll call them bars, that go to the rear spindle on your century. The one that goes forward toward the rear door of the car is called a trailing arm. The other two which goe towards the center of the car are called lateral arms, and there is a front and rear. The rear lateral arm is usually the one that gets bent. These three arms position the lower end of the strut/spindle assembly, and if one or more are bent, your rear wheel alignment will be out of whack, and your car will drive funny and you will wear out your tires.
