Hey, Brian.

The VSC (variable speed control, or cruise control) needs a vacuum storage device tostore engine vacuum. This can be a tin can on old cars or a plastic can or a sphere that kinda looks like a toilet tank float.

To find it, trace the vacuum hose that is attached to the mechanical portion of the cruise control, which is usually linked to the throttle body by a control cable. Find the vacuum hose on the cruise control and trace it back to the manifold vacuum ports. Along the way, you should find the vsc reservoir.

You'll need to disconnect the high and low pressure lines from the compressor. Unplug the electrical connector for the compressor. Remove the belt. Unbolt the compressor from the motor. Reinstall, connect a vacuum pump to the high side A/C fitting, start the vacuum pump, run pump until to have about 15psi of vacuum and then disconnect the pump and refill with refrigeraint.

Translation sucks but has some killer wiring diagrams

The cruise control is control on the 93-99 VW jettas and golfs by a computer module behind the headlight switch. Its common for these to fail. If you pull out your headlight switch you will see two square boxes, a black box, for the alarm, and a silver box for the cruise control replcae it by removing the cover under the steering wheel and unplugging the silver cruise control computer

I had a similar trouble. At the beginning the trouble was intermittent. Now out. My mechanic tested all the system.
The pump is good. Vacuum too. No more electricity in the wires about the Cruise Control. Still searching. Cannot help you more.
