The idle on my '90 4runner 3.0 fluctuates and idles at 1500 rpm any ideas?

You should remove inspect and clean the idle control valve on the throttle body. This can become clogged over time, or the motor itself can become worn and may need replacing.

You have extra air leaking into the intake manifold that mimicks a throttle that is open further than it really is. Check for vacuum leaks.

sounds like your throttle positioning sensor is not set right so i would undo the two phillips heads that hold it and turn it till the idle doesnt fluctuate should be turned most of the way to the front of the truck. Also check your idle screw that throttle body could be set different.

Could be a dirty throttle body or low coolant, bad coolant sensor, throttle sensor, or idle speed motor

Idle Rpm Too High.

A high idle is caused by either a massive vacuum leak or a sticking idle speed control valve. I would think you have a vacuum leak, use a can of carb spray and shot around the top[ of the engine, if you hit a leak the engine will sound different, repair as needed.

92 Accord occasionally fluctuates it's idling between 1000 & 1500 rpms when started.

Unstable idling especially rising and falling RPM (Described as Hunting) can often be traced to an air leak in the inlet side of the engine. Unmetered air is being drawn into the engine causing temporary confusion in the management system which adjusts the fuel to compensate... this increases the RPM ... the engine then realizes that the throttle has not been depressed and backs off the fuel delivery. Thus dropping the RPM... this cycle then repeats.

If you can find a cracked, damaged or loose pipe then great!.. If not it may be a leaking gasket.
Which will be harder to locate.
