First make sure the fluid is full in the reservoir, and check the PS belt for being tight enough. If those are good, and no kinks or leaks in the fluid lines, then you have to suspect poor pump performance or a bad rack and pinion unit. If you have no power steering at idle, does it help to raise the idle and get some power steering? If so, suspect a weakened pump. If still no power assist above idle, it still could be the pump, but might also be the rack and pinion.
If your car has variable assist PS, have that checked out before you go for a new pump or rack and pinion unit.

The whole power-steering assembly itself is the next thing to look at. I think it is defective, and could be replaced for a rebuilt one.
