I had oil filter changed drove it home and now it won't crank or even turn over. when i jump the relay it will turn over but not crank. Won't do anything when you turn the key.

Just curious, but why would you drive your car through 2-3 feet of water?
Anyway you probably flooded your engine, got water in the crankcase and siezed the bearings up. Try turning your motor over by hand. Put a 1/2 socket/ratchet on the harmonic balancer bolt (large pulley at bottom of engine) and attempt to crank it around clockwise. If you meet a great deal of resistance or wont turn at all, motor is siezed, time for a rebuild. If it does turn over freely, you could have water still inside the computer plug-in connectors, distributor, under hood fuse box(es) relays,etc,etc....list too long to name besides you may have fried the computer and every sensor in the vehicle.
Try that for a start anyway, let us know how you do, I would be interested to know what you find. Thanks, Mike

Hello, What you are saying is the starter will turn if you jump the starter Relay. If you want to try this a second time, make sure the Ignition switch is in the RUN position. It should start.
Be sure to have the vehicle in Park. There are some Interlocks in the gearshift and Brake pedal that prevent when certain things happen. When your vehicle is in Park or Neutral, the power wire from the Ignition switch can make a connection to the wire that controls the starter Relay.
But first this wire has to get the okay from the Interlock switch, that the gearshift IS either in Park or Neutral. If this switch is bad or misaligned, the connection will not reach the starter Relay. You need to take off the small wire at the starter Relay and hook up a test light or meter. Then turn your Ignition key to START. The small wire should have power when the key is held in the start position.
If the small wire does not have power, then everything connected to that wire needs to be traced back to the Keyswitch. The cables or rods that move in the gearshift or steering column may be out of adjustment. Not too expensive to correct.

try locking your car with the key and unlocking it with the key, leave it for 30 second or so between the locking and unlocking , the car thinks some one has tampered with it
Have you checked the automatic shut down relay ?
It powers the injectors from a 20amp fuse number 5.
