While im driving the wheel will lock cant move it then the car will shut off an i have to turn it off an turn it back on then it works

It sounds as if the lock and tumbler may be bad. In most cases were you can't turn the key its due to the wheel being in a locked postion and jambed up against the lock itself. In this case though with the wheel that does not lock, its leading me to belive that the tumbler came apart in a mid point of turning, hence no lock and no turn.

First if the steering wheel is locked try to turn the steering wheel away from the locked position and and jiggle the key at the same time. If you have another set of keys try them too. I did have one of these tumblers go bad before if the other two things don't work you will probably have to replace the tumbler which is kinda hard to do if you can't turn the key on because to get the tumbler out you have to have the key on and push a button underneath as part of a security so its not easy to steal. You can get it out with a hammer and punch where the button is to force it out but be carefull not to break it. If you dont have a new tumbler right away you can use a large screwdriver to start it temperoly after you get the old tumbler out.

Might have to replace the ignition assembly. The bolts on the steering column must be drilled out. There is a pin the retracts into a hole that locks the steering wheel, and it is part of the ignition Assembly. The two new bolt tighten down untill the heads break off so know one can remove the ignition to steel the car.
