You need a steering wheel puller. You may be able to rent this from your parts house. Disconnect the battery for no less than 1/2 hour before disconnecting the air bag or the air bag could deploy. Place air bag facing up or it could become a projectile if set off.

that sounds like you are low on power steering fluid ... when the level gets low then the pump starts to ingest air and that produces a buzzing sound when you turn the wheel .....i would add or change the fluid and check for leaks and mechanical loosness in the under car linkages ...you can have that checked at your next oil change .

could be a bad clocksping the airbag is on it to but one of the thin film "wires" that are glued to it may have cracked.all the switches are on one "wire" the resistance of each switch is how the body control computer knows what button is pushed. i broke one of those clocksprings accidently when i worked at volvo so thats how i know those things are/were 1400.00$ i would take it to the dealer to have them diagnose and repair. the clock spring breaks real easy when you take off the steering wheel.

two screws up underneath the steering wheel ,some are spring clips and some are 7 mm bolts and some are allen headed bolts ,then air bag lifts out ,big nut in middle holds steering wheel on ,disconnect battery first though

Let me start by saying I do not recommend that anyone other than a mechanic attempts this. Airbags are very dangerous to work on and should be left to professionals. If you do choose to do this yourself, take your time and be careful.

On the back side of the steering wheel there are access holes to the screws which hold the airbag in place. Before attempting anything involving an airbag, make sure to disconnect the battery and leave it disconnected for at least an hour to be safe. The required time to deactivate the airbag is less but please be safe. I don't remember the size but the bolts are torx. Once you remove them the airbag assembly will slide right out. Behind it is the ribbon cable attaching it to the steering wheel. Be very careful when removing this as to not damage the clock spring or the wiring. Good luck and please be careful.

What happens if you apply 12v to the contact at the steering wheel, that would test the harness?
Next is to trace that wire to the next cable plug down the harness and try again. Process of elimination that you are already on.

I don't have a diagram, but if I understand what you're saying, there is a copper ring at the top of the steering column, visible before you install the steering wheel. The copper pin is connected to the horn button. The intent being that when you press the horn button, it completes the ground from the steering wheel through the horn button, through the pin, to the copper ring.
If this is correct, there should be no contact between the steering wheel and the copper ring other than the pin. Check to see if there may have been a spacer (washer, etc) below the steering wheel on the steering shaft that holds it just far enough away from the copper ring so that only the copper pin makes contact.

Volvo 850 horn does not work fuse is ok

If you can find the horn you can take a two wires and run the from the positive and negative posts of the battery. Horns don't usually fail. the horn switch is in the steering wheel and could have open wires in the wiring harness that that runs down the steering column. Lastly there is a horn relay that is wired between the switch and horn. The easiest thing is to take off the horn wire and spray some WD40 on the terminal and on the horn. Tighten up the terminal end with a pair of pliers for a snug fit.

The horn on our 2006 Volvo S60 doesn't work, any tips on resolving this problem?

First check the fuses, then check the horn relay. if that's still not it then check the wiring on the back of the horn body. and if still nothing then then it's either the connection inside the steering wheel or the horn body it's self. i know it's a lot to a horn isn't it?
