This seems most likely a loose connection corrosion or bad connection at one of your fuses or the battery.
start at your battery and check the cables are ok, expecially the Black earth, maybe the connection to the chassis is loose or corroded, ensure this connection is clean. check the connection to the battery is clean and tight. then check the fuse box only do this when the vehicle is swiced off, and spray some contact spray into the fuses a little on each fuse this may resolve the problem.

you have a retaining ring around the socket, on the inside of the hood, you have to turn it, and pull the socket out, do not touch the glass of the new bulb and putting it in, as this will make the bulb explode when it is turned on.

if you have installed a new cd player in there then the propblem could be that your speaker wires and either touching each other or grounding them selfs out.. pull of the cd player and check to make sure all the speaker wires are covered properly and no bare wires are exposed.. if you still have a factory cd player in it then you will probably need to take it to a dealership to have it checked out..

Was sent in by another poster, just posting his results which fixed mine. Problem was relay $50.00 at GM only.
Check the relay module. 45 or 46. on the engine relay block. you can
swap the two they are the same part number, then you will know. Dont
start the engine, just check the lights. If it works replace the relay
module. You may have to order the part from the parts store. Or go to
the dealer to get it.

You have to remove the front grill. I just recently had this problem and turns out bulbs were okay but relay switch had to be replaced..make sure its the bulbs and not a fuse or switch

With ignition on, lights off,Check for 12v at the relay socket(use a tester from ground to the socket pins).If it is there then your fuse and wire from it is OK.
On most relays you will see a simple schematic/diagram, and you will see the normally open points(n/o),and the 12v should be on one of them.Connect a bridge wire from the 12v to the other n/o point and the lights should come on, if they do, then you need to check the other two(normally)socket pin points.
Switch the light switch on.One should be grounded an the other receiving a 12v supply from the switch.If none on any one , it will be a broken wire , or of no 12v , probably the switch itself.
