Its the switch assembly inside of the steering column. They are rather easily broken.
Mine cost around 127 dollars to replace with a used one. Hope this helps.

Hello i can assist you open your hood behind the head lamp lenses is a head lamp bulb socket twist it counter clock wise then remove the socket and bulb unplug your old bulb replace with your new bulb and replace the socket back and clock wise tighten.Now turn your head lights on check both high beam and low.

Open liftgate, locate the two black pins,pull the raised portion strait out, remove both pins, they secure the tail light assembly. remove lens replace light and put back together.

Hello, on the van you have a high beam fuse and relay. On the low beam you also have a fuse and relay. Check the fuse/relay panel for a blown fuse controlling the low beam lights. If you do not find a blown fuse have some one to turn the key on and turn on the high beam lights. During this time locate the low beam headlight relay and place your finger on top of relay, have the other person to switch from high beam to low beam lights. You should feel a click in the relay when they make the switch from high to low beam. If not replace the relay and the problem should go away. Hope this will help you.

replace the dimmer switch on the steering column

replace the headlight bulbs. Usually when the bulbs blow out the low beam blows out first, but the high beams still work. If you want and need both low and high beams to work then replace the headlight bulbs with brand new ones and I garauntee that both low and high beams will work
