The wrong one or the one you bought is bad. With so many different bulbs now, it isn't hard to get the wrong one, especially if the parts guy got it for you. The only way to make sure it is right is to pull the other bulb and check the number.
You probably need new headlight bulbs. Buy a set of 9006 and 9005 bulbs at walmart and replace them, or have one of the employees do it. If that does not fix the problem, you have a relay problem that should be fixed at the dealership.

STEPS TO REPLACE HEAD LIGHT:Shut off the Camry's engine and set the parking brake for added safety. Also, make sure its headlights are switched off.Open the hood using the primary and auxiliary hood release latches.Locate the back of the headlight assembly and determine whether the low- or high-beam bulb needs to be replaced.Turn the headlight bulb socket counterclockwise to remove it from the assembly.Unplug the electrical connector from the back of the bulb. Carefully dispose of the bulb to prevent it from shattering or cracking.
It all depends on if your model had the sealed beams (one piece) or the capsule style (bulb comes out of back)
If it's sealed, you need H6054 - There should be two to four screws either on the front of the assembly or the back of the assembly that secure the lamp to the body. I can't remember where exactly they are, but if you buy the lamp, you'll see exactly where the screws go into
If it's capsule - you need 9006 for the lows and 9005 for the highs - Pop the hood and remove the cap covering the back of the headlight and you can change it (don't touch the bulbs as getting oil on them will cause them to explode)
