The problem is with the ground wire between the engine and transmission. Cheap repair - far better than replacing the starter motor and you'll still have the problem.
Sure, you can buy a new pulley and replace the original one but, you may have bad alternator bearings that is causing this noise you are hearing. i would checkthisout before buying a new pulley.
