SOURCE: the heaters only work when on setting 4 and i

In the dash, attached to the blower motor (follow the nosie of the blower when turned on... this will help you locate)
The resistor is a 4" long Green Ceramic part with pins coming off it.

Trace the wire back from the blower motor. I don't know about your vehicle, but U.S. cars have a "resistor pack", a small bundle of resistors for the different speeds. These little coils get pretty hot, so they are placed onto the heater case where air inside the case will blow by the resistor pack and help cool it. The resistor pack is the last part of the wiring to the blower motor. You have the blower switch control on the dash, then it goes to the resistor pack and then to the blower motor.

Heater blower only works high
This is usually caused by a bad resistor pack. This pack (about 2X3 inches) will be located on the heater case, probably on passenger side, probably close to heater blower. Unplug the 4 or 5 wire connector, remove the two retaining screws, and pull the pack out. Likely you will see one of the little coiled resistor wires is broken. A new resistor pack costs about $25-30 dollars.

Heater fan
Your fan technically only has one speed. The voltage is decreased by the use of a resistor pack to produce the slower fan speeds. If this resistor pack burns out, it will leave you with only the high setting. You can find the resistor pack located under the hood, on the passenger side on top of the fan housing.
