Sounds like closed circuit or a short because the egnition is a master shut down and if it gets through that then ther seems to be a short bypassing the egnition

SOURCE: 1996 buick riviera blower motor will not shut off

The blower motor control module needs to be replaced, that will solve the problem. The module is underneath the hood on the firewall in the back. It has 2- 6mm screws. Unplug it, pull it out, put the other one back in. Plug it in. This is common for this model buick.

SOURCE: Blower motor vent selection switch not working

the hvac selector switch in the dash may be the problem. You need to remove the switch and look at the connector on the back of switch, see if there are any burnt wires at the connector or switch. It's all electronic and the switches have been known to burn out on this and other model.

Can blower motor, cig. lighter, fan cooling motor, door locks all be tied into the blower motor relay faulting out?

Sounds more like a key switch or fuse box problem.
The circuits you mentioned would be on separate fuses but could be connected to the key switch. The relays are grounded by the engine computer to be energized.

Kia blower motor

Not sure I follow your question. If the blower motor runs at high speed on all fan settings, there could be a short in the controller. The fan control and ac-heat control are separate circuits in the controller.

No air or heat is blowing out of my 1998 F-150. I need a GEM module also. could that be the cause of no air or heat.

no air ( AC ? ) or heat or the blower is not running ?

did you check the fuse for the blower motor ?

Is it the same on all speeds / If not is could be the blower motor resistor that controls the fan.

Why do you need a GEM ? Water issue ? If so that is usually a case of the blower motor will run without the key in the off position.

I have an 2002 S60 Volvo. What is wrong when the car is cut off and the air conditioner keeps blowing through the vents and the car gets hot?

Two possibilities. Volvos do have air quality system that will continue to run the blower motor even when the car is off when it senses excessive moisture in the system. This is to "air out" the system so that moisture doesn't lead to mold inside of the condenser, evaporator, etc.... Because that would cause not only bad smelling air but could also cause problems for people riding in your car when the air is on if they have mold allergies. Cannot say for sure if your car has that system, but if it does the fan should still cut off at some point, it has a fail safe so that it will not run the battery dead. Only other possibility that I have even seen for that symptom is the blower motor itself has an internal fault and recommended repair would be replacement of blower motor and resistor. I work at dealership and don't know exact price offhand but rough estimate $1000. Also if you do not currently have the money to do it you can use your a/c and heat while driving then remove the fuse for the climate control system when not driving, this will avoid running the battery down so you won't have to constantly jump start. Just remember to plug that fuse back in when you are going to need heat or air because with it out all of that will be shut off.

Ralph,
Most common cause of this is the blower fan (proper name for the fan you refer to) continuing to run is a shorted out Electronic Climate Control Module. This solid state device replaces the older style fan speed resistor block (at about 4 times the price) This unit is found on the top of the HVAC box under the hood. (HVAC means heating, ventilation and air conditioning) The HVAC box is found on the passenger side of the firewall. Look behind the A/C's accumulator. It will have an electrical wiring plug on top of it. It will be fastened to the HVAC box with a few 7mm hex head screws. Very easy to change.
FYI, do yourself a favor and replace the blower fan motor at the same time. The Electronic Climate Control Module usually fails because the motor is drawing to many amps of current. This is because it's bushings are worn out or the brushes are worn out.
This is very common on Cadillacs and Buicks.
Charlie
PS Not sure why car won't start. Either you drained the battery or blew a fuse which controls starting the engine. Need more info regarding the "no start" condition.
