My heat stopped blowing in my 1998 escort zx2 it just quit where do I start I checked all the fuses they are good is there a blower motor relay ??

If the fan keeps blowing when switched off,the relay points are likely fused shut.Pull out the fan relay and see if the blower motor quits.

plugged heater core would be my suspect.

The blower motor is located on the passanger side under the dash, if you remove the access panels it will be behind it.

Check the blower motor relay next to the blower motor,it could be a blower module,but it is the problem.

sounds like you either need a new blower motor or the fan blades are broken and need to be replaced

I had this problem on my '98 Ford Escort ZX2.
It did not need a new blower but a $15 Blower Motor Resistor.  The wires and connectors rusted out.

have you checked the fuses? there should be a fuse block inside the cab and another inside the engine compartment, refer to owners manual for exact location,
