The motor that raises and lowers the steering wheel does not work after replacing the battery. I checked the fuses and they are fine. The steering wheel is stuck in the up position and will not lower when ignition key is put into ignition. Also, the switch to adjust the wheel does not work. I think that the motor is jammed. How do I get to the motor or release the wheel.

It sounds like you need to replace the ignition switch. This happened to me about a year ago on my 1999 ES 300. Usually part of the ignition is stripped or broken so the key can't move. It's a pretty easy fix, you have to take off the plastic dash cover so you can unscrew the ignition switch and slide it out. The problem you'll have is when you put in a new ignition you'll get new keys with it. The ignition key will be different than the locks on your car. I have to carry two keys now, kind of a pain, but cheaper than having your locks rekeyed.

I'm in the middle of repairing this right now on my 2000. I noticed that in addition to the two anti-theft bolts that need to be removed, there is another bolt on top of the SCLA that when screwed all the way in, is supposed to align with a hole in a rotating assembly that is inside the steering column. I believe that if this is not aligned, then it won't hold the lock in place and when you turn the steering wheel you might get the behavior that you are seeing.

when I put the battery reconnected a new battery I had a current surge and the motor in the steering column made a ratcheting noise like the motor was trying to run past an end point. This happened three times when putting the key in the ignition. The motor seems to be confused about it,s position.
