'99 Ford Crown Vic LX: #12 30A Maxi fuse blows seconds after starting or ignition turned on Fuse is VERY hot. Check Engine light came on night before. Visual check-no problems found. No odors, no hot wires found. Fuel pump replaced 6mos ago. Engine was running fine, transmission rebuilt in December, now seems slow to go into gear. Weather was hot, A/C used the day before. Mountain driving for 2 days. Engine stopped on downhill.
I had this problem with my 1999 jeep grand cherokee laredo with the brake lights it kept popping fuses right after the ignition was turned on try putting a higher amp fuse in place of the old one that keeps blowing then check for shorts to the starter and check grounds and wires and also the transmission issue check the fluid and then if the fluid is fine change the transmission filter the filter may have not gotten replaced when the transmission was rebuilt and may be clogged or dirty

Josh. The best and safest way to find a short is to find it. But, the fuse wonwon't give yo time. So, Let's create time and replace the fuse with an aitomatic fuse/circuit breaker. It will cycle automaticly until you locat the problem. When yo locate the short it will quit cycling.. Just put it in place of the original fuse and listen. Do not exceed the original fuse capcity. they are available at autoparts stores. good luck and if this helps, fill our the questions fixya asks. please

Note: The fule pump is has a fuse >and< a breaker and is on a separate circuit.
The radio is on a completely separate circuit.
Looked again for shorts w/ DMM. Measures from EEC relay terminal 87 to ground: Resistance is 440Kohms w/ ignition off, 435Kohms w/ ignition on. Fuel pump resistance is 4.0ohms as measured from fuel pump relay terminal 87 to ground. Installed last 30A maxi fuse and turned on ignition: Fuse did not blow, did not even get warm this time. Check Engine light is off. Started engine, ran for 3 minutes. Fuse did not blow and is still cool. Check Engine light off. Does this sound familiar to anyone?
BTW, apparently EEC and PCM mean the same thing in this vehicle.
Also, while looking for shorts today, the fuse was removed so the PCM had no power to it at all.
The first drive after the fuse stopped blowing: Only the speedo/odo and cruise control do not work. All else works. There is no speedo cable, it is all electronic.
I was able to drive for about 20 miles before the fuse blew again. This time the transmission went to neutral about 0.1 seconds before the engine stopped and I saw the dash voltmeter drop to just below the midrange bracket. It's usually in the middle of that bracket unless charging.
