The windshield wiper relay on a 2004 Ford F-550 is typically located in the fuse box under the hood. The fuse box is usually located near the front of the vehicle, on the driver's side. It is located on the fuse panel on the Passenger side.
Look for the removable panel that is located below the radio/center bezel on the right side (passenger side). It's not part of the center shifter console, but just forward of it. Remove the panel marked "Fuses"! You will find the Wiper Fuse in this panel along with the fuses for the Radio, Accessory Power Plug/Lighter, Power Door Lock & Window Relays, Fuel Pump Relay, Cruise Control fuse, exc......

It has been awhile since I have look at my 82 Cadillac but sometimes fuses are shared between circuits, there might also be a fuse box under the hood that may have larger fuses and relays in it. Check near the battery.
There is a 30 amp (pink) fuse located in the fuse box located inside the car (see picture below) and it is in the number 11 position in that box. That fuse is for the wiper system there is also a hi/low wiper relay located in the power distribution box located in the engine compartment. It is in the number 1 position (the big number 1 not the diode or fuse). You may want to check that out as well if the fuse is good. The picture for that is also below. There is also a fuse module located on the passenger side of the center console under the dash. You can pull the plastic cover panel off by hand. This should be where the wiper motor fuse is located.
There are generally fuses located under a panel inside the cabin, usually located on the driver or passenger sides in the front. Not sure where they are located on your car specifically, look for a plastic panel that can be removed with a screwdriver or by hand. Your driver's manual might be a good resource for locating it.
i would first check fuses and power supply to these items, check that all voltages are present at the fuse box, computers are reserved mostly for engine management processes, if a loss of power is evident at the fuse box you may need to replace a fuse-link wire located under the hood
under the hood next to power brake booster there is a plug that goes in to caul for windsheild wiper motor un plug take volt meter to harnes of car check for power . if you got power the motor is bad .
radio & power locks problem they will not lock and window will not close
