Neither the power locks on the doors, nor the button (internal/external) for the window release works. I dont know if they are related or not, but I have checked the fuses for the power locks and taken apart the tailgate and tested continuity over the actuator. Both appear to be fine. I tested for voltage on the wire that connects into the actuator and got nothing when I pressed the rear hatch buttons. Relay somewhere maybe? Any ideas?

The last post by maddog1321 was exactly what I had with my right rear door. The electric locks would not lock and unlock, and you almost couldn't do it manually without my feeling I was about to break something. I took the door panel off, oiled everything and got no relief. Finally, I saw the above post and drilled out the aft-most pop-rivet. THE WINDOW WORKED PERFECTLY! I didn't drill out the forward (closest to the handle) pop-rivet because I wanted to do one at a time so the solenoid would not fall out of place. I then put a new pop-rivet in place of the one I drilled out. I then reinstalled everything and the locks work like new.

what it seems to me is that your latch is stuck in a locked posiiton. If so, open the hatch itself to expose the screws in the inside panel. Once you have removed the screws the pry the bottom and sieds of the panel away from the body using a panel popper or flat screw driver. Then while applying upwards pressure to the panel from the bottom give the upper part of the panel a quick pop with the heel of your hand.. this should release the panel from the body, this will expose the latch itself. Using 10 millimeter socket, remove the latch from the body thus allowing you to remove it in a safe manner.

pull the plastic off of the tailgate and make sure the small wire looking controls are still hooked up. sometimes they will pop out after alot of use. other thing is make sure the rear actuator is actually working (it could be bad)

Yes your horn/dome lights use the same fuse as well as there is numerous other circuits that feed off this fuse like radio illumination. If you unplug the new radio does the problem go away? Could be a short in radio which I have seen or maybe pinched a wire when installing radio

You need power to open it since it is controlled by an actuator.
