You would need to know if the coil has voltage and a ground signal from the module. Problem could be in the stator in the distributor if equipped, or the crank sensor if it is DIS.

1999 cougar cranks but will not start no spark and check engine light comes on with key and stays on while cranking

Engine light will stay on until the engine starts. Its a self test of the system. As far as it not starting it sounds like the ignition modual in the distributor has gone bad. (common in 90's) Also the control modual on the drivers side fenderwell is also known to burn out. Both control spark.

May be a fuel issue..Check see if you hear the fuel pump coming on..Remove the fuel cap stick your ear right to the tank ,,Get someone to switch the key over to the run position and back to the off position,,several times,,without starting the vehicle..You should hear a short humming sound..

it could be the ignition modual, some of them will be fine untill they heat up then all of a sudden shut down down they control spark and fuel injectures on most fuel injected engines

1994 XR-7 Since new the car has always done about 27 MPG now Torq. converter will not lock on the highway with or with out cruise control on, mileage at about 20 MPG. Thinking of replaceing transmission...

Before replacing electronics, try a good healthy trans fluid and filter change. A partially clogged trans filter will increase pressures causing your lock-up converter to disengage.

94 blazer, replaced ignition modual. when engine

Most likely the cause of the ignition module burning out is because of the ignition coil, and you should try replacing the ignition coil and the ignition module both together, and be sure to clean out the distributor mounting suface, and be very certain that you do completely cover the metal mounting surface of the ignition module with the silicone grease or die-electric compound. Also be sure that you do not ov er-tighten the ignition module because you could damage it and cause a lot of similar problems.
