Will not start without using starter fluid and then runs fine
Could be fuel pump but replace fuel filter and check fuel pressure.
I would check fuel pressure before and after you crank the engine.
The pump gets power for 3 seconds during startup - if the fuel pressure has leaked down you would have to crank the engine until the oil pressure came up to get the pump to power up again.

without seeing it here is my best answere, do you have the ability to pull codes if the cam and crank sensors are functioning properly ( no codes for them) i would then check the fuel pump fuse and relay . do you have fuel getting to the fuel rail . if u have a guage to check pressure at the fuel rail it should be above 30lbs , if you have no pressure and your fuses and relays are good then you have a pump problem provided you have not been in an accident , i believe that vehicle has a safety shutoff that might be located in the trunk .

To my knowledge, you assumption is correct on most designs. That wire should go to the ignition switch and will be hot when key is in START. However, same wire often would be connected first to a relay that is interlocked with some conditions/status other then key to START. They would be:

it may not be the pump its self it could be just the belt or the pulley, if it is whining. if its grinding then that would be more that the pump is faulty of it may have air in the system.

sounds like it might be a tune up issue, change plugs, wires, cap and rotor, also air filter. all of this can restrict the car from starting and since it is routine maintenance it cant hurt it. GOOD LUCK!
changed everything on 99 tarus sometimes will start other times have to use starter fluid then when running i hear a HIGH PITCH whistle...HELP
